Bug in rating of worldwide challenge maps

I do not now 100 % if it is a bug.Maybe i do not even understand the ranking system.
When 8 players played my map i had 0 stars. When 10 players played my map i had 3. That does not make sense because that would only be possible when those two players were able to give more than 5 stars in rating.

If 9 out of 10 didn't vote, and the last one voted 3*, then your map is rated 3*
