[TM2Stadium] Can't change graphics settings. (Steam Version)

Hello everyone.

I've had this problem for a long time and even now after this new update.
I try to change my graphics settings (for video shooting for example). I change all graphics settings to maximum and save as a new preset (from launcher). Now when I open the game the settings are not being loaded, they are still on the default settings. The best proof would be that if I change it to windowed from launcher and open the game it'd still be on fullscreen. I tried changing everything to as low settings as possible but still didn't work. Graphics settings, presets and everything are saved on launcher but not loaded when I open the game.
I hope this makes sense to anyone reading it and could possibly give me any information about it. I've tried to search information about this but haven't really got any good answers or solutions.
