PeerToPeer not working properly

So, I don't really know if this is a problem from my side or if everyone has the same, but ever since the mp4 release I barelly see any custom avatars, skins or hear custom horns. I have ofc cleared my Cache, but that didn't help either. I sometimes see a few custom skins now but thats about it.
I played serveral hours on the same server with certain players and am still not able to hear their horn for example.
And I know that I am not alone with that. I see other players asking on servers if anyone can hear their horn and noone can.

So is PeerToPeer just very slow or not working at all or is it maybe a problem with locators?
