Steam takes between 10-15 seconds to launch TM2 or any game, each time.
Apparently, hard drive does not even work at this time, it looks like a delay from the new Steam.
Before it was instantaneous, it's very disagreeable.
I have just reinstalled Windows 10 then Steam, after 1 year without login to it.
Who noticed this launch delay?

Is Steam and your games on an SSD? Because that impacts things a lot.

Or disable the power saving (automatic shutdown) of your HDD.

My games and Steam are on performing 7200rpm HDD, who else does not appear solicited, as if Steam is going to check online or otherwise.
My Steam games were always launched in 10ms, and now I suffer a delay (not a loading) of 10 to 15 seconds. (only with Steam of course)
No shutdown on it, I'm sure. It's my C disk, and I can repeat the launch delay to the same game several times in a row.

Ok. Are you starting Maniaplanet from inside Steam? If not, Steam needs to be started first.

I start Maniaplanet with the desktop shortcut created by Steam, Steam already launched of course.
I'm in France with a pretty good connection.
I'm on Steam since 2007 and I have never seen that. I am curious to know if I am an exception, because my setup is very fresh.

Wait a minute! You gave me a good idea.
I just did a lot of trying. It's only the shortcuts that Steam has created that cause these delays!
When I launch any game from my Steam library, it's instantaneous.
I've never seen desktop shortcut that "add" delays in my life.
This just concern Steam games shortcuts, all other shortcuts launch perfectly.
If I delete then recreate the Steam games shortcuts from the library, these make always the same delays.
Steam itself take 12-15 secondes to launch. It's the same things with both its shortcut or by running directly "Steam.exe" in Program files.
I think it's not normal too, knowing Steam and my good computer.

I would say that this is normal for Steam, I have similar behavior since I have Steam, and I noticed it some years ago when starting games with the shortcuts.
A few things you could check:
Start Steam with Windows already, or as first application as soon as you're on the desktop.
Check the internet connection of steam. To which server does it connect? A server in France?
Are you using beta versions of Steam? They quite often need to do updates, and if you let them run automatically, this also delays the start of Steam...

-I cheked/unchecked "Slow the download during streaming".
-I deleted the download cache.
