Official Time Trials - how to access?

Hi there again,

I'm a bit confused about how official sessions work. Sometimes the game asks if I'd like to post an official time, but other times it doesn't. How do I get into an official session without having to wait for the game to ask me? Apologies if I'm misunderstanding this, but the game confuses me a little bit!

The game ask you all 5 minutes. You can see the time in the right with a cup when you drive.
