You can make fog yourself by using fx colour and being creative with the various sliders.

Eh, anything's possible. Deserts do get precipitation, it's just rare (I'm sure you knew that). It is theoretically possible to have a race on the one day that it rains. And when people mod the environment so it doesn't look like a desert...
Besides, there are snowy deserts too -- the high arctic is a good example of that. These are the deserts where you don't need to worry about finding water! Just eat snow.
