ManiaHome API change

Hello fellow coders,

We made a slight change on the Maniaplanet Web Services API regarding the ManiaHome services.

Before, you needed to allow your API user to post notifications for your Manialink by going in the manager etc.

Now, you can post a notification with an API user for a Manialink if the API user and the Manialink are owned by the same login: it's easier !
