My computer's already on the 'high performance' mode, so that shouldn't be a problem.
I've unchecked the 'audio enable' button and disabled replay recording.
My laptop is plugged in, so I don't think there's any throttling.
I'm still getting stutters.

With fraps, there is no noticable drop in FPS during a stutter. In task manager, Maniaplanet uses about 30 percent CPU, and the total CPU load never goes above 60 on lowest settings, yet I still have stutters. Physical memory is around 67 percent, so that's not a problem either. No other application...

Just tried it at 640x480, lowest settings, fullscreen.
Stuttering is still there, and it doesn't seem to be any better or worse.

I usually have a music player open, but I tried exiting that already. The only other applications that I almost always have open are a utility for my mouse, Avast, and Steam, which is running the game.

I'm in normal Fullscreen. I've never tried Fullscreen Windowed. In normal windowed mode, I still have the problem.
