I dont think they removed it or at least its possible with the pc version so there should be a way to do it in the console version too. Why they didnt add the items they used in the campagin stays a mystery tho...

I just found out that you cant change the car in the stadium envi, neither in Maniaplanet nor in Turbo so I guess its not meant to be changed, but why would you be able to envi-mix other environments but not stadium?
