You can also do this with VirtualDub (just make sure your video is AVI).

1. To choose a desired fragment, mark beginning on the timescale with Home button, and end with End (precision up to frames).
2. Edit -> Crop to selection
3. Video -> Filters. Click "Add" and choose "resize", there you can determine your output resolution.
4. File -> Export -> Animated GIF

My way is simpler, I hope. :yes:
