I also noticed that the water block seems random... clearly demonstrated in track 14. Hitting the first water block in a certain way gives a chance of losing less speed than normal and gaining 1 second, but it doesn't always happen. It is weird either way, because there is no visual indication that there might be a spot where hitting this water is faster.
