Thanks for the explanation it puts things in perspective. About your possible solution:

Let's say I take the server's maps, download them all, and mod them offline with White Rock in the editor...they work offline and everything looks great....will they still have the mod applied once I go back online and run those same maps INSIDE the server while playing a multiplayer game?

I hope it will works, someone says that dedicated servers not work with packs properly(sometimes it works sometimes not), but we can test this thing right now:
i have create dedicated server in Ukraine/Cruise Coast Club with my track that uses WhiteRock mod.
Me and my friend test it already and seems like it works if you have pre-installed WhiteRock mod. Try it now.

I went into your server and yes, WR does work. So hopefully more servers will support it as well.

Glad to hear that, but unfortunately some peoples says that they see default Canyon textures even if they have pre-installed WhiteRock mod, and the only solution to fix that it is open any map that use WhiteRock mod in editor, close editor, and connect to server again.
