For this to work you should remove the grey Timebar completely. Only keep your camera and ghost bars.

You can also just go to 4:30.00 in the editor, click the small "avi" icon in the upper-left corner, write in 30 in the duration field and render the video. 
edit: rendering from the middle of a clip only works if you write inn a duration (in seconds), if you leave it at 0, it will start at the beginning.

Yes, I also do this way.
