[BUG] Camera cannot tilt when player is in waiting mode

When in normal spectator mode in multiplayer, you can move the camera in any way, including tilting.

Waiting mode (for example when you wait before the race starts in Cups) is very similar to spectator mode, you can move around, but somehow can't tilt the camera.

I don't think that's intended.
